Support to the Modernization of Egyptian Post (Phase III)
What is the project about?
The project supports Egypt Post in its ongoing journey to modernize and diversify its services, building on the achievements of previous phases. Phase III aims to scale up innovative approaches that enhance the delivery of public services in a transparent, efficient, and inclusive manner.
Through the integration of digital technologies and institutional reforms, the project helps Egypt Post provide accessible, citizen-centric services that contribute to financial inclusion, gender equality, and strengthening institutional sustainability — fullyaligned with Egypt Vision 2030 and the Sustainable Development Goals (SDGs).
Situational Background
As one of Egypt’s, oldest and most trusted institutions, Egypt Post plays a vital role in connecting citizens and delivering essential financial and government services. However, in recent years, it has faced challenges in keeping pace with rapid technological change and evolving citizen needs.
Low levels of financial inclusion, outdated infrastructure, and limited digital access highlighted the need for comprehensive reform. In response, Phase III was launched under Egypt Vision 2030 to position Egypt Post as a modern, inclusive, and innovative public service provider – one that empowers citizens, supports SME’s, promotes digital transformation and contributes to poverty reduction, gender equality, and a more equitable and resilient economy.
How are we doing this?
- Renovating and upgrading over 4,300 post offices across Egypt to improve accessibility, efficiency and customer experience.
- Establishing a nationwide GIS-based postal code system, ensuring accurate, efficient delivery in every district.
- Digitizing savings accounts and transitioning to electronic payment cards to facilitate safer, faster transactions.
- Expanding digital financial services and government services through innovative platforms such as:
• Yalla Super App – for digital payments and citizen services.
• Wasalha – for shipping services and cargo tracking
• Bareed Mall – Egypt Post’s dedicated e-commerce portal.
- Developing an advanced printing and card production facility to support national ATM and stamp production needs.
- Building institutional sustainability through internal audit systems, HR development, and gender-responsive training.
- Supporting South-South cooperation, including knowledge-sharing and digitization support to other African postal services.
How will Egypt benefit?
Through this project, UNDP and Egypt Post aim to:
1. Enhance customer satisfaction with upgraded postal facilities and faster, more reliableservices.
2. Broaden access to financial and government services, especially for women and marginalized communities, through digital platforms.
3. Strengthen institutional resilience by improving internal management systems, promoting continuous staff development, and fostering international partnerships.
