Brief project description:

The project will strengthen institutional and technical capacities in Egypt to mainstream climate change concerns into sectoral and national development priorities by strengthening and giving continuity to the institutional and technical capacity development that has been initiated and sustained by the National Communications and Biennial Update Report processes to date.

The project will enable Egypt to prepare and submit its First Biennial Transparency Report (1BTR), and the Fifth National Communication and Second Biennial Transparency Report (5NC/BTR2) to meet its reporting obligations under the UNFCCC and the Paris Agreement in line with the Modalities, Procedure and Guidelines (MPGs) for the EEAA transparency framework for action and support referred to in the Article 14 of the Paris Agreement (Decision 18/CMA.1) and the guidance on operationalizing the MPGs as per Decision 5/CMA.3. Moreover, the project will also enable Egypt to prepare and submit its Adaptation Communication to the UNFCCC as a component of the 5NC/BTR2 in line with Article 7 of the Paris Agreement and Decision 9/CMA.1.

Enable Egypt to prepare and submit its First Biennial Transparency Reports (1BTR) and Fifth National Communication (5NC) in combination with the second BTR (4NC), to meet its reporting obligations under the UNFCCC and the Paris Agreement, in line with the Modalities, procedures and guidelines (MPGs) for the transparency framework for action and support referred to in Article 13 of the Paris Agreement (Decision 18/CMA.1) and the guidance on operationalizing the MPGs as per Decision 5/CMA.3.

Strengthen technical and institutional capacity to assist Egypt to mainstream climate change concerns into sectoral and national development priorities by strengthening the institutional and technical capacity development that has been initiated and sustained by the National Communications and Biennial Update Reports processes to date.

Project Immediate Objective:

Expected results:

Component 1: National greenhouse gas inventory (NGHGI) and tracking progress in implementation and achieving the NDC under article 4 of the Paris Agreement (PA)
Updating Egypt’s national greenhouse gas inventory for key sectors (energy, industry, agriculture, and waste) and strengthening capacities to manage and report on emissions. The project will also help track progress on the country’s climate targets (NDCs), update mitigation policies, and put in place systems to monitor, report, and verify climate actions.

Component 2: Climate change impacts, adaptation, information and reporting
Collecting and updating information on Egypt’s climate vulnerabilities, impacts, and adaptation measures, including gender-responsive approaches. The project supports assessment of climate risks, analysis of future climate scenarios, coordination across sectors, and the compilation of transparency reports (BTRs and NCs) to share knowledge, lessons learned, and public awareness about climate change.

Component 3: Monitoring and evaluation
Ensuring the project is well-managed and its progress tracked through regular meetings, workshops, and reporting. Lessons learned will be compiled and shared to improve future climate actions and maintain transparency.

Project achievements:

• Enhanced institutional and technical capacity to implement the Enhanced Transparency Framework (ETF) for climate reporting and decision-making.

• Updated and institutionalized national GHG inventory system, developed in collaboration with CAPMAS for sustainable data management and coordination.

• Operational ETF system integrating information on mitigation, adaptation, and climate finance support.

• Submission of Egypt’s First Biennial Transparency Report (BTR1) in December 2024, and revised version (BTR1-rev) has been delivered to the Ministry of Environment with several updates and improvements. The preparation of the combined Second BTR and Fifth National Communication (2BTR/5NC) is due 2026.

• The project is fully aligned with Egypt Vision 2030, the National Climate Change Strategy 2050, and ongoing efforts to update and operationalize the country’s Nationally Determined Contributions (NDCs). The first draft of Egypt’s updated NDC (version 3.0) has been completed and submitted to the Climate Change Department, which is responsible for finalizing and approving the report. This updated NDC reflects Egypt’s continued commitment to enhancing climate ambition, integrating adaptation and mitigation priorities, and strengthening national reporting systems under the Enhanced Transparency Framework (ETF).
