Inclusive Insurance Training Programme: Building national capacity for a more inclusive market

As Egypt works to broaden financial protection and extend insurance services to underserved groups, strengthening market capacity has become a priority. Expanding coverage depends not only on regulation and products, but on the technical skills, institutional systems, and operational practices that enable insurers to deliver inclusive and microinsurance effectively. 

 In this context, UNDP's Insurance and Risk Finance Facility (IRFF), in partnership with the Financial Regulatory Authority, through its capacity building arm the Financial Services Institute, implemented the Inclusive Insurance Training Programme as a structured capacity-building initiative. The programme aims to contribute to more efficient and impactful insurance markets by improving the insurance’s quality and quantity, with a specific focus on inclusive insurance.  

At the core of the programme is a Train-the-Trainer (ToT) strategy designed to ensure sustainability and scale. A first cohort of national trainers is certified and equipped to deliver a second level of training directly to insurance practitioners across the industry. This cascading model serves as a practical mechanism to transfer knowledge into day-to-day business operations and embed learning within the national system. 

The programme spans four integrated modules covering the main strategic pillars for inclusive insurance:  

  1. Foundations of inclusive insurance and customer-centric product design  
  2. Customer-centric partnerships and distribution in inclusive insurance 
  3. Customer-centric marketing, education, servicing and claims management for a positive experience 
  4. Strengthening internal capacity to provide insurance responsibly.  

 These components link product development, delivery and governance to improve outcomes for underserved clients. 

 Beyond the training, the focus is on creating lasting national capacity. By ssupporting the Financial Services Institute; the training and capacity-building arm of the Financial Regulatory Authority; the programme anchors expertise within a permanent local institution. This ensures that inclusive insurance training continues, new cohorts are reached, and market practices keep improving well after the program ends. 

 The initiative engaged actors across the ecosystem. By the end of the 4-module training programme, eight national trainers are to be certified to carry forward the methodology, and twenty-seven insurance professionals from companies are capacitated to apply the learning directly within their organizations. This combination of institutional strengthening and hands-on industry engagement helps translate knowledge into practice. 

The programme also directly supports Egypt’s reform agenda. With the introduction of the Unified Insurance Law in 2024, the sector is moving to operationalize new regulatory frameworks and expand microinsurance. By building technical capacity and disseminating practical know-how, the training equips companies to design products that reach low-income and previously underserved communities. 

Through this approach, the Inclusive Insurance Training Program goes beyond short-term training. It helps build the foundations of a more capable, inclusive, and responsive insurance system in Egypt; one better positioned to deliver protection where it is needed most.
