As Nigeria braces to be part of what is most likely a third wave of the COVID-19 outbreak - where the virus will interact with a low healthcare infrastructure and multiple preexisting fragilities - it is of outmost importance that all actors double efforts to safeguard the most vulnerable region of the country. Implications of an outbreak in the country’s protracted conflict and security zones of the North-East could be particularly catastrophic.

Two concurrent crises are posing enormous challenges for the world: the COVID-19 pandemic and an emerging economic crisis. They raise many unknowns and wrenching trade-offs. Given the rapid spread of the virus and the lags with which economic policies take effect, a rapid response to both crises, even if rough around the edges, beats one that is slow and perfect. Both crises are global, thus require a globally coordinated response and global solidarity. Sharing the East Asian experience can help other countries that the pandemic reaches later.

A Conceptual Framework for Analyzing the Economic Impact of COVID-19 and its Policy Implications

The persistence of universal non pharmaceutical interventions (NPIs), like social distancing that significantly reduce the labor supply and prevent a large sector of the economy from having any activity at all (travel, entertainment and some retail), have significant output costs.

Suggestions for the Emergency

Over the last few weeks the global economic context changed drastically and for the worse. Every country in the world is suffering the repercussion of coronavirus. There will be a global recession, deeper than the one experienced in 2008-2009. Latin America and the Caribbean will not be able to isolate itself from this situation. With variations from country to country, the region will suffer a severe recession of uncertain length. This document offers some proposals to tackle this situation.
