Description of investment

The purpose of the investment is to increase the capacity of the WWTP in order to respond to the increase of population in Morphou.  

In 2012, the local community wastewater network was built with EU funds. In total, 52 kilometers of network were built. Since then, 8 additional kilometers were added. Connections to the system have increased since the construction of the system in 2012. The number of connections has now reached 3,252 in 2021.  

The sewerage network is connected to a wastewater treatment plant that was also built in 2012 with EU funds. The total investment cost was EUR 4 million. The plant’s daily maximum treatment capacity is 1,347 m³. This was the first stage. Based on population growth projection, a second stage was planned to double the treatment capacity.  

In 2013, the total inflow to the WWTP was 205,914 m3. Last year, it reached 426,238 m3 or a daily average of 1,195 m3 with peaks above the plant’s daily maximum treatment capacity.  

With the latest population projection (total population to reach 29,000 in 2029), the WWTP will come soon to its maximum capacity. In response to this trend, the implementation of the WWTP second stage has started to meet the environmental norms.

Direct beneficiary: The whole population of Morphou, estimated at 28,000 in 2030.
Scope of works
  • Combined unit for screening and grit removal has to be located in existing screen house;
  • Secondary/tertiary treatment facilities (BNR) comprising anaerobic reactor and combi-tank for simultaneous Nitrification-/Denitrification and carbon removal with integrated sedimentation tank;
  • Diffused aeration utilising fine bubble diffusers;
  • Repair and extension/upgrade of the TSE disinfection facilities to ensure that the concentration of any residual pathogens and indicators in the effluent comply with the TSE limits;
  • Repair and extension/upgrade of the excess sludge pre-thickening in order to reduce the water content and sludge volume;
  • Anaerobic, mesophilic stabilization with digester gas treatment and energy recovery by CHP (biogas reuse);
  • Repair and extension/upgrade of the sludge dewatering facilities;
  • Repair and extension/upgrade of the existing odour control unit for technical building (screen room, faecal acceptance station, sludge dewatering room), completion of additional odour control units for the sludge treatment building (if required);
  • Upgrade and extension of the existing SCADA system suitable for automatic control, monitoring and data logging of an advanced WWTP;  
  • Additional emergency power supply that provides sufficient capacity to allow running of the plant in accordance with the stipulated TSE specification. 
Actions taken by UNDP
  1. Preparation of sustainability study
    Sustainability study conducted in 2019 and completed in December 2019. It confirmed the need for an extension of the WWTF.
  2. Preparation of ER
    The ER was completed in October 2020 and reviewed by Advisory Board.
  3. Property check 
    Completed during Stage 1.
  4. Procurement
    1. Completed. Conducted in two stages: Invitation to Pre-qualify followed by Invitation to Bid to pre-qualified companies.
  5. Implementation of work contract
