Description of investment

Provision of professional services to assist seven local communities (LC) in the Turkish Cypriot community in developing, introducing and implementing a tailored energy management system.

The assignment is divided in seven outputs. The services will be implemented during a period of 52 weeks. The assignment outputs are:

  • Assignment Output 1 – Understanding the Benefits of Energy Management

Deliverable: 2 information sessions organised

  • Assignment Output 2 – Engaging Local Communities

Deliverables: LC Energy Policy and Appointment of energy management team for all seven LC.

  • Assignment Output 3 – Assessment

Deliverable: Assessment Report for each target Local Community

  • Assignment Output 4 – Energy Management Plan

Deliverable: Energy Management Plan for each target Local Community developed and officially endorsed.

  • Assignment Output 5 – Implementation

Deliverables: Training plans for each target Local Community, Communication plan for each target Local Community and Documentation registry for each target Local Community

  • Assignment Output 6 – Measurement, Monitoring and Analysis

Deliverable: Digital energy monitoring platform for each Local Community, and Registry for corrective and preventive actions for each target Local Community

Scope of works

Energy use by the local communities in the Turkish Cypriot community is inefficient and results in higher energy cost for the local communities. None of them has a systematic approach to address this issue that could help them to improve energy use in a holistic way. 

Actions taken by UNDP
  1. Preparation of the terms of reference
    The preparation of the terms of reference started in mid-2023 and finalised in November 2023.
  2. Procurement of professional services
    A Request for Proposal (RfP) was launched in December 2023. In February 2024, proposals were submitted. The process was completed in August 2024.
  3. Implementation
    The contract was signed in September 2024. The provision of services started at the beginning of November 2024 with the kick-off meeting and the first information sessions. By October 2025, the first four outputs were completed and the fifth one close to completion. The service provider also proposed to add one more local community within the contract price. The local community of Famagusta was added.
