Locations3July 2019 - New York City - UNDP Administrator Achim Steiner welcomes the announcement today of the Secretary-General’s new appointments to his senior leadership team.
Ms. Angelique Crumbly of the United States of America will be the Assistant Administrator and Director of the Bureau of Management Services (BMS); and Mr. Haoliang Xu of the People’s Republic of China will lead the Bureau of Policy and Programme Support (BPPS).
Mr. Abdoulaye Mar Dieye, currently the BPPS Director, has been appointed Special Adviser to the Administrator. All newly appointed leaders will hold the rank of Assistant Secretary-General.
“I am pleased to welcome Ms. Crumbly to the UNDP family and to welcome Mar and Haoliang to these new roles,” said Achim Steiner. “These individuals have the profiles and the expertise needed for the next generation of UNDP, to lay the foundations for a hopeful and confident future, and to enhance our capacity to support countries in meeting the ambition of the 2030 Agenda.”
With these important appointments, UNDP’s leadership team will consolidate its geographical diversity, representing countries from each region UNDP serves, and its gender balance, reflecting UNDP’s firm commitment to bring together world class talent that is reflective of gender and geographical diversity.
Bios of Appointees:
Angelique Crumbly (USA) currently serves as the Performance Improvement Officer and Senior Deputy Assistant Administrator in the Bureau for Management at the U.S. Agency for International Development (USAID). In building her public service career, Ms. Crumbly has served in key positions throughout USAID, including as a Procurement Analyst and Contract Specialist in the Office of Acquisition and Assistance, as Chief of the Policy and Technical Division in the Office of Food for Peace, as Senior Advisor to the Agency Counselor and Officer-in-Charge of the Bureau for Management, Director of the Office of Management Policy, Budget and Performance and as the Presidentially Appointed Assistant Administrator for the Bureau for Management. As such, she had oversight of five offices with Agency-wide responsibility for financial management, information technology, management services, acquisition and assistance, management policy, operational budget and management performance, as well as staff totaling more than 1,100.
In addition to outstanding success in the fields of procurement, information technology and budget, Ms. Crumbly has led management reviews, cost savings, and streamlining initiatives resulting in the creation of sound business policies and management systems. She is responsible for managing the formulation of the Agency’s operational budget and execution of the agency’s programmatic budget totaling approximately $17 billion. Her leadership at USAID has produced effective business solutions resulting in streamlined and innovative humanitarian assistance and development programs. She holds a Bachelor’s Degree in International Politics from The George Washington University and a Master’s Degree in Public Management from Georgetown University.
Haoliang Xu (China) is the Assistant Administrator and Director, Regional Bureau for Asia and Pacific, UNDP, a role that he has performed since 2013. He has over 25 years of experience in international development. He joined UNDP in 1994 and has worked in various field and headquarters assignments in Asia-Pacific, Europe and Central Asia, including New York, Iran, Timor-Leste, Pakistan and Kazakhstan (1995-97, 2007-10). Mr. Xu has led large scale change processes in his various assignments, built high performance teams and achieved significant efficiency gains. He puts strong emphasis on a clear strategic vision, a culture of collaboration and a mindset of continuous innovation, working with his colleagues to deliver impactful development solutions. Before joining the United Nations, Mr. Xu worked in the field of civil engineering in China and the United States. He holds a bachelor’s degree in Bridge Engineering from Tongji University, a Masters degree in Management Science from the Stevens Institute of Technology and a Masters degree in International Affairs from Columbia University. He is married with one child.
Abdoulaye Mar Dieye (Senegal) brings decades of experience in development policy and a deep personal knowledge of UNDP. He is the outgoing Director for the Bureau for Policy and Programme Support (BPPS). Previously, Mr. Dieye had served in various senior positions at UNDP, including as the Assistant Administrator and Director of UNDP’s Regional Bureau for Africa and the Chief of Staff and Director of UNDP’s Executive Office. Prior to joining the UN System, Mr. Dieye worked with the Government of Senegal, as Chief of the General Planning Division (1976-1982) and Inspector General (1982-1984) in the Ministry of Planning and Cooperation. Mr. Dieye graduated from the École Nationale de la Statistique et de l’Administration Économique (ENSAE-CESD) of the Institut National de la Statistique et des Études Economiques (INSEE) in France. He also studied Advanced and Specialized Mathematics in France and holds a Masters in Development Studies, Economic Policy and Planning from the Institute of Social Studies in The Netherlands. He is married with four children.
