Our partners

The challenges of transforming to circular economy and sound management of chemicals require addressing technical, financial, capacity, regulatory, and other barriers. This work requires a closer collaboration of partners with diverse set of capabilities and perspectives. In order to support the achievement of sound chemicals and waste management and transition to sustainable cooling solutions, UNDP works with a diverse set of partners. Building on existing initiatives and partnerships with governments, bilateral donors, vertical funds, UN agencies, UNDP explores and furthers cooperation with various partners to develop integrated solutions to scale up the innovation and impact on chemicals and waste management, plastics management, and sustainable cooling.

Multilateral donors

 

Multilateral Fund for the Implementation of the Montreal Protocol (MLF)

UNDP is one of the four implementing agencies of the Multilateral Fund (MLF) for the Implementation of the Montreal Protocol since 1991. UNDP has supported more than 100 countries through the MLF, building on long-term partnerships with the government institutions and stakeholders in the cooling sector. UNDP has been a pioneer on technology innovations and has successfully implemented half of the new technology demonstration projects funded by the MLF. Most of these projects represented the first time that the country and/or region adopted the respective technology. Currently, UNDP is supporting 39 countries for the preparation of Kigali Implementation Plans (KIPs) and 41 countries for the HCFC Phase-out Management Plan. 

 

Global Environment Facility (GEF)

UNDP is also an implementing agency of the Global Environment Facility and has supported 80 countries on the sound management of chemicals and wastes through actions on sustainable production and consumption that eliminates the use of hazardous chemicals and waste in product design, production processes in the sectors of agriculture, healthcare, mining, energy, secondary metals, plastics, electronics, textiles, construction, as well as waste recycling and disposal.

French Facility for Global Environment (FFEM)

Through the collaboration with the focal point of government of France in the ExCom of the MLF, the CWH established a good relationship with FFEM. UNDP submitted three proposals to FFEM and secured approvals for all of them, including a plastic project for Costa Rica, a chemical and waste project for Gambia, and a regional cooling project for Nigeria and Ghana. 

 

Germany’s International Climate Initiative (IKI)

IKI has provided €20 million to the Cool Up Programme to promote and upscale sustainable cooling, and specifically energy efficiency and natural refrigerants, in Türkiye, Lebanon, Jordan and Egypt. The project is financed by IKI and coordinated by the lead company Guidehouse, with which UNDP has signed a Development Service Agreement.

 

Government of Canada

UNDP has had a long-standing relationship with Canada on sustainable cooling.  Building on the successful completion of Phase-I Kigali Project with Canada, at the end of 2022, we entered into a new agreement “Supporting the Implementation of the Kigali Amendment on the Phase-down of Hydrofluorocarbons (HFCs), Phase II”. The second phase is focused on activities in Colombia, Haiti, Mexico, Peru, and Senegal.

 

Republic of Korea

Since 2022, UNDP Chemicals and Waste Hub has established a good relationship with the Republic of Korea to support initiatives on chemicals and waste area. Two project proposals developed by UNDP CW Hub were selected by the government for funding, “Support Scaling Up Sustainable Low-Carbon Agricultural Practices and Improving Food Security” in Laos PDR and Zimbabwe and “Support Scaling-up Sustainable and Low-Carbon Municipal Solid Waste Management and Resource Recovery in Sri Lanka”. 

 

Government of Japan

In 2022 and 2023, UNDP Chemicals and Waste Hub worked together with the health team of UNDP to design a regional healthcare project for three countries in Asia with total funding of 10 million. In 2024, through consultation, the government of Japan agreed to fund the continuation and expansion of the initiative on “Integrated approach on sustainable tourism without plastic pollution in Asia” through the JSB window launched in 2024 with cumulative funding of $1.1 million. 

 

Clean Cooling Collaborative

The Clean Cooling Collaborative provided funding for UNDP in supporting the development of national cooling action plans (NCAPs) and sector strategies for 15 countries.    

 

European Union

UNDP has been implementing the cooling initiative funded by EU through GIZ. The focal point of the Montreal Protocol in EU participated in UNDP’s workshop as the resource person to introduce EU F-Gas regulation which is the most ambitious policy in the world. The EU is funding the cooperation on district cooling for Caribbean region.

 

UN Department of Economic and Social Affairs (UN DESA)

In 2023, the 2030 Agenda for Sustainable Development Sub-Fund, hosted by the UN Department of Economic and Social Affairs (UN DESA) approved the UNDP project titled “Global Plastics Innovation Program: Incubation, Exhibition and International Cooperation to End Plastic Pollution”. Implementation of this three-year long program started in 2024 and aims to develop and scale up innovative circular solutions to plastic pollution in China, Nigeria, Sierra Leone, South Africa, Tunisia, and Vietnam. The program focuses on upstream and midstream solutions and youth integration.

Climate and Ozone Protection Alliance (COPA)

UNDP is a founding member of COPA and contributed to the development of COPA’s vision, mission, stakeholder analysis, and governance structures. A study to assess the potential of using carbon markets for proper disposal of end-of-life refrigerants and foam with global warming potential was completed.

 

Avfall Sverige (Swedish Waste Management and Recycling Association)

Avfall Sverige is a trade association in the field of waste management and recycling with 400 members from both the public – all municipalities as well as municipal companies - and the private waste management sectors.  The UNDP C&W Hub has a MoU with Avfall Sverige on global waste management through which Avfall Sverige provides policy and programming advisory services via UNDP country offices to central governments and municipalities. 

 

The Ocean Cleanup

In 2023, UNDP and The Ocean Cleanup teamed up to eliminate plastic pollution in oceans and rivers around the globe. Now the two organizations are collaborating in the Dominican Republic, and Viet Nam, with plans to expand our scope to another country. In 2024, the partnership facilitated a society-wide cleanup and a stakeholder consultation workshop with 45 participants, including city authorities, waste management companies, and investors addressing plastic pollution in Viet Nam. Discussions began on developing a sustainable financing framework for waste management, with implementation planned for 2025. Now the two organizations are collaborating in the Dominican Republic, and Viet Nam, with plans to expand our scope to another country. Plastics Waste Management and Behavior Change partnership

This partnership is a collaborative effort among UNDP Plastic Team, GEF SGP; Rare (global environmental NGO) and Rwanda Polytechnic. This is a 2-year partnership launched in April 2023. The partnership seeks to develop a Plastics and Behavior Change Practical Guide and resources that apply behavioral sciences to the challenge of plastic waste. In 2024, initial steps were taken to establish a community of practice platform to facilitate knowledge sharing and networking.

 

Government of Germany

In 2024, the Government of Germany represented by the Federal Minister for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection approved the project “Mainstreaming the Sound Management of Chemicals into National Planning and Strengthening Regulatory Frameworks”. This partnership aims to support the Government of Rwanda to improve its capacity towards the achievement of some Global Framework on Chemicals targets.
