Kigali Implementation Plans
With financial support from the Multilateral Fund for the Implementation of the Montreal Protocol (MLF), UNDP is supporting 34 countries with to prepare their Kigali Implementation Plans (KIPs). KIPs are strategic plans to reduce the use of hydrofluorocarbons (HFCs) and meet the goals set by the Kigali Amendment. The Kigali Amendment builds on the work under the Montreal Protocol but extends this global effort by focusing on HFCs. While HFCs do not harm the ozone layer, they have high global warming potential (GWP), making them significant contributors to climate change.
KIPs guide countries in transitioning to environmentally friendly alternatives and setting phasedown targets for HFCs. KIPs include a combination of interventions such as technology conversions, policies and regulations, technical assistance, training, awareness raising, coordination, reporting and monitoring to enable compliance with the control targets of the Kigali Amendment. KIPs also help countries align their national climate policies and strategies with the global commitments of the Kigali Amendment.
The funding provided by the MLF helps with the transition to alternatives, as well as the development of infrastructure and technologies needed to meet the HFC phase-down goals.
