Climate Finance Network
Background
UNDP Cambodia is building a robust climate finance ecosystem to support the country's ambitious climate goals by working in partnership with relevant stakeholders and combining policy and strategy support, capacity development, and developing innovative financial instruments. By enhancing green finance facilities and mobilizing new sources of public and private capital, it helps strengthen Cambodia’s resilience, enhance competitiveness, safeguard sustainable growth, and support the country to move toward a high-value, inclusive, climate-resilient, and carbon neutral economy. This work is part of the UNDP Climate Finance Network, supported by the UK Foreign, Commonwealth, & Development Office (FCDO)’s Climate Action for a Resilient Asia (CARA) Programme.
Key Expected Outputs
Output 1: Public sector has enhanced capacities for effective governance of climate finance
Strengthening climate-responsive public investment management
- The challenge: Climate hazards like flooding and extreme rainfall increasingly damage Cambodia’s rural infrastructure, inflating lifecycle costs and disrupting essential services.
- The approach: Developing operational manual for public investment in rural road infrastructure that integrates climate risk management into rural road planning, design, and implementation, alongside targeted capacity building.
- The impact: More climate-resilient rural road infrastructure, more efficient allocation of public resources, and stronger institutional capacity to integrate climate risk into public investment decisions.
Financing national climate goals through integrated financing strategy
- The challenge: Mobilizing resources to implement Cambodia's Nationally Determined Contribution (NDC3.0) goals.
- The approach: Develop a comprehensive NDC3.0 financing strategy that blends public budgets, private investment, and international climate funds.
The impact: A clear, implementable roadmap for financing Cambodia's climate action through 2035.
Output 2: Capacities for leveraging alternative sources of climate finance (domestic/international) enhanced
Expanding green financing
- The challenge: Expanding access to finance for green projects and promoting sustainable business practices across the public and private sector.
- The approach: Enhancing the Sustainable Green Financing Facility (SGFF), supporting the implementation of sustainable finance taxonomy, providing capacity-building programs for participating financial institutions to unlock green loans, updating Guidance for Issuing green, Social and Sustainability bonds, and building institutional capacity and delivering technical support required to issue sovereign thematic bonds
The impact: Increased public and private sector access to green finance and broader adoption of sustainability standards.
Output 3. Climate Finance is inclusive, transparent, and accountable
Strengthening Community’s Adaptive Financial Resilience
- The challenge: Household resilience to climate shocks depends on a mix of social protection, emergency response and financial services.
- The approach: Building a granular understanding of how people — including women and girls facing compounding vulnerabilities — are coping, and what services, policy and budgetary gaps remain at the national and subnational levels and exploring opportunities for earmarking a portion of pension reserves for climate adaptation directly benefiting vulnerable households
- The impact: shaped frameworks for adaptive financial resilience, aligned with Cambodia's National Adaptation Plan and Locally Led Adaptation approach.
Achievements to Date (July 2026)
Pioneering sustainable e-mobility: To accelerate the transition to clean transport, we are developing a revolving loan facility concept for e-mobility. This facility is designed to scale up the adoption of electric two- and three-wheelers and battery-swapping infrastructure across the country
Driving investment in the blue economy: Following the Asia-Pacific Blue Economy Forum, Cambodia’s Ministry of Tourism commissioned a diagnostic study to map the potential of marine and coastal resources for sustainable eco-tourism, laying the groundwork for future green investments in the sector.
Building a pipeline of climate enterprises: Through the Climate Venture Scaler program, we provide support to strengthen pipelines of investable, women-led climate enterprises through technical assistance, investor matchmaking, and impact management support.
Climate Finance at Sub-national Level: By establishing Climate Change Finance Taskforces (CCFTs) at the sub-national level, we empower district and municipal administrations to transition from passive recipients of funds to active decision-makers. This localized, multi-stakeholder model directly integrates climate adaptation priorities into local development plans and budgets, bridging critical technical and budgetary gaps while ensuring local leaders, civil society, and communities have the resources to build long-term, grassroots resilience
Enhancing Transparency and Accountability of Climate Finance: Working with parliaments in four ASEAN countries including Cambodia, this initiative promotes regional dialogue and south-south cooperation to strengthen the transparency and accountability of climate finance. It builds the capacity of parliamentarians and support staff through expert hearings and best-practice exchange with counterparts across Asia and the Pacific, helping parliaments hold climate finance flows to account for effective NDC implementation on the path to net-zero emissions by 2050.
