De-risking Rural Roads from Changing Climate

Rural roads are more than infrastructure. They are the connections that wiring communities together. They are for children to reach school and patients to reach clinics, how harvests get to market and small businesses enact effective value chains, and how relief and evacuation reach communities when floods and storms hit hardest. In Cambodia, keeping these connections properly function in every season is not simply an infrastructure issue. It is a precondition for development and therefore a priority.
Climate change is putting greater pressure on that reliability. Floods are occurring more frequently and reaching greater depths; intense rainfall now arrives in shorter, heavier bursts that overwhelm drainage; longer heat waves are accelerating how quickly pavement ages; and drought is degrading unsealed road surfaces.
Different assessments of flood damage to rural roads point to the same trend: more frequent service interruptions and rising pressure on the lifecycle cost. While the Climate Economic Growth Impact Model jointly conducted by UNDP, Ministry of Economy and Finance, and National Council for Sustainable Development in 20219 warns that climate change could slash Cambodia's GDP by 2.5% in 2030 and 9.8% in 2050. The flood in 2019, for example, affected 500 km of roads, roughly 490,000 households, and over 36,000 hectares of crops.
As Cambodia works to expand rural connectivity, the question is no longer only how to build more roads, but how to make sure they remain reliable in an unpredictable climatic future.
Why climate resilience matters
This ambition builds on Cambodia's top-level policy commitments. The National Policy on Rural Development 2025–2035 designates resilient, interconnected rural roads a national priority, mandating MRD to keep them open in every season through continuous construction, rehabilitation and maintenance. In support of that policy and the Pentagonal Strategy, MRD's Strategic Plan for Rural Road Infrastructure Development 2026–2033 sets out the methods and action plans to get there, with budgeting linked to policy and performance — in line with Cambodia's wider public financial management reforms.
Cambodia's policy direction is to see every commune connected year-round to its district hub and the national network. Under its Climate Change Action Plan, MRD has set paving targets to 2030 including the Double Bituminous Surface Treatment and concrete on priority links, with an indicative milestone of 12,000 kilometers of paved rural roads to close the country's most critical connectivity gaps.
The scale of this ambition makes the way we plan and invest in roads increasingly important. Cambodia's rural road network spans 50,642 kilometers, of which only 9,047 kilometers (18 percent) are paved, and 41,595 kilometers (82 percent) remain unpaved. With limited resources and a large network to upgrade, the priority cannot simply be to pave more roads. It is also to make informed decisions about where investments are most needed and how roads can remain reliable over time.
That gap is also an opportunity. MRD's vision is an interconnected, resilient rural road network that lifts quality of life and supports sustainable development — connecting every commune and at least 80 percent of villages to all-season roads, and reaching at least 7.3 million people through smarter, more efficient infrastructure development and management.
Changing how we plan and invest
This is where MRD and the United Nations Development Programme (UNDP) in Cambodia, with support from the Swedish and UK Governments through the Climate Finance Network, are working together to strengthen how rural road projects are planned and designed. With technical support from UNDP Cambodia, MRD has been developing Standard Operating Procedures that integrate climate risk assessment into the preparation, design and delivery of rural road projects, ensuring resilience is part of the original engineering and investment decision.
The approach strengthens MRD’s existing project cycle, rather than creating a separate climate approval process, optimizing efficiency. It gives engineers and planners practical tools to assess climate risk, consider design options and take the longer-term cost of maintaining roads into account when making investment decisions.
Putting the approach into practice
Developing the procedures was only the first step. MRD then tested them in practice. In June 2026, a technical team from MRD's worked with UNDP to apply the jointly designed procedures to two rural road projects. They assessed the sites as they would in any project under preparation, only this time, layering this assessment with site-specific flood and erosion risk factors.
The pilot helped improve the approach. Frontline technical team fine-tuned which steps helping to make the stress test of the SOP was fit for context and suited to the pace and scale of MRD’s work. The enhanced guidelines are now under processing at to further align with Cambodia's public investment reforms and shaped by the people who will use them.
The experience also reinforces a broader principle for infrastructure investment: resilience needs to be considered before a road is built. This means looking beyond the upfront cost of construction to consider how well a road will serve communities, how often it may need repairs and what it will cost to keep it open over time.
MRD is now moving to embed the climate resilience infrastructure into its regular project cycle, in coordination with the Ministry of Economy and Finance and other institutions guiding Cambodia's investment reform agenda. UNDP will continue to provide technical support and strengthening the case for longer returns on investment as MRD's central and provincial departments are progressively rolling out their rural road portfolio.
For government, development partners, engineers and those financing infrastructure, the opportunity is to make climate resilience a standard part of how infrastructure is planned, prioritised and designed. Doing so can help smart and fiscally conscious public investment, limit disruption, creating fiscal space carved out from maintenance costs and keep communities safely connected when they need these roads most.
For Cambodia, climate resilience and connectivity are not competing priorities. Building one means investing in the other.
