The report covers 14 vulnerable groups as identified through various stakeholder consultations. It presents an in-depth analysis of each vulnerable group and attempts to establish the reasons/causes why the group has come to be in a vulnerable position. It then moves onto establishing how the vulnerabilities faced by the various groups manifest themselves and concludes with a rapid assessment of the current policies and programs landscape, and how it enables these groups to deal with their vulnerabilities, while also identifying opportunities for further improvement.
