Youth Guarantee: The Four-Month Promise: Bridging the Gap for Albania’s Youth

Albania faces a critical challenge: 22.2% of young people are currently not in education, employment, or training (NEET). This represents a significant loss of national potential.
The European Union wants to change this. The Youth Guarantee is the solution. It is a strategic commitment: every person under 30 in Tirana, Shkodër, or Vlorë, where it is being implemented who registers with an employment office will receive a concrete offer—job, training, or education—within four months.
The EU Investment in Human Capital
Strengthening youth employment is a requirement for Albania’s EU integration. The EU4Youth project—funded by the EU and implemented by UNDP and UNICEF—provides the technical expertise to help make this possible. The programme is a functioning engine of opportunity:
- 2,252 young people registered
- 1,732 concrete offers delivered.
- 86% success rate within the four-month window.
- 55% of beneficiaries are women; 23% are from vulnerable groups.

Klea, born in 2005, was fascinated by electronics. However, passion alone did not get her hired. She lacked the technical background and practical skills that local employers required. She registered with the Youth Guarantee, and the programme quickly matched her interests with a vacancy at Blu TV.
Today, Klea is a Technical TV Assembler. She handles complex diagnostics and quality control. She traded uncertainty for a technical profession.
Daniela is now a Warehouse Assistant managing inventory and logistics. She built the professional history she was previously denied.
Daniela was born in 2003. After high school, she faced a common barrier: she couldn't get a job without experience but couldn't get experience without a job. The Youth Guarantee removed that risk by referring her to Avduli shpk for on-the-job training.

The National Agency for Employment and Skills (NAES) and the National Youth Agency (NYA) drive the implementation of the Youth Guarantee. The strategy focuses on proactive outreach and preparatory support – including orientation, counselling, preparatory trainings – to prepare young people for the Youth Guarantee Offer.
The #EU4Youth project supports the piloting of the Youth Guarantee in Albania by strengthening stakeholder capacities and developing systems in preparation for the national roll-out, scheduled to begin in 2026.
EU4Youth support is delivered not only at the central level, but also through on-the-ground engagement via #EU4Youth Local Outreach Coordinators embedded within employment offices in the three pilot regions. These coordinators do not sit in offices; they work within the community, connecting youth organizations and local institutions with employment offices, tofind vulnerable youth and refer them to the Youth Guarantee.

Youth inactivity is not inevitable. It is a hurdle that can be cleared with the right system. Klea and Daniela did not wait for luck; the system reached out and met them halfway.
The pilot phase in Tirana, Shkodër, and Vlorë has proven that the model works. An 86% success rate is not just a win for three regions—it is a blueprint for the entire country.
We have tools, partnerships, and proof. It is time to turn the "Four-Month Promise" into a reality for every young person in the country.
Opportunity shouldn't be a matter of luck—it should be a guarantee.
