The Skills Needs Analysis Albania 2025 offers a timely picture of how Albania’s labour market is changing and what this means for businesses, workers and the country’s future competitiveness. 

Prepared within the framework of the Skills Development for Employment (SD4E) Programme, financed by the Swiss Government and implemented by UNDP Albania, the analysis draws on the experience of 2,185 enterprises, representing nearly 54,000 active businesses and more than 500,000 employees across the country. 

The findings show an economy that is creating more jobs and becoming increasingly formalised, but also one facing growing pressure from labour shortages, employee mobility, emigration and persistent skills gaps. Among enterprises that attempted to recruit, 94.9 per cent reported difficulties filling vacancies, while 43.5 per cent identified skills deficiencies among their existing workforce. These gaps extend beyond technical and occupation-specific skills to include teamwork, communication, organisation, work discipline and the ability to learn and adapt. 

The report points to the need for stronger connections between employers, vocational education and training, employment services and lifelong learning, alongside greater investment in upskilling, reskilling and workforce retention. 

By providing robust labour market intelligence, the SNA 2025 can help inform policies and programmes that respond more effectively to the needs of people and enterprises and support a more productive, inclusive and future-ready labour market in Albania.
