The NAP Implementation Plan turns Albania’s adaptation priorities into concrete, actionable measures that are technically feasible, financially viable, and socially inclusive. Each measure is supported by a detailed framework covering budget, funding sources, institutional roles, sub-activities, and monitoring indicators. Actions are classified as soft (capacity-building), green (nature-based), and grey (infrastructure-based), balancing governance, ecosystem restoration, and resilient infrastructure. Implementation is planned across short-term (2026–2028), medium-term (2029–2032), and long-term (2033–2036) horizons, with some extending to 2042. At the national level, the Ministry of Environment coordinates the plan, while sectoral ministries, agencies, and municipalities execute measures with local and international partners.
