The Report aims to assess the economic, legal and social current situation in the absence of the approval of the subsistence minimum definition to lay the foundation for economic assistance and other social policies in support of vulnerable individuals and families in Albania. Defining the subsistence minimum is essential, especially in the context of a deep reform of the social protection system undertaken by the Albanian Government.

The objectives of the report are:

• to give a current overview of the economic situation and poverty in Albania and project a subsistence level;
• explore legal developments in Albania regarding social protection and assess whether these developments comply with the principle of “living with dignity” and with the objective of eradicating poverty;
• to analyze current policy on economic assistance and its impact on poverty alleviation and reintegration of vulnerable groups;
• provide recommendations for improving the impact of economic assistance on poverty alleviation and reintegration of social assistance beneficiaries.
