The NAP Monitoring, Evaluation, and Learning (MEL) system provides a framework to track progress, ensure transparency, and strengthen accountability across Albania’s climate adaptation efforts. Coordinated by the Ministry of Environment, with data supplied by line ministries and local governments and verified by the National Environment Agency, the system supports cross-sectoral coordination and data-driven decision-making. Implementation follows a phased approach—Institutional Setup, Capacity Building, Pilot Testing, Operationalization, and Review—with a Mid-Term Review in 2030 and a Final Evaluation in 2036, ensuring Albania’s adaptation actions remain effective, inclusive, and aligned with long-term climate resilience goals.
