Albania's National Adaptation Plan (2026–2036)
January 12, 2026
Albania’s Second National Adaptation Plan (2026–2036) sets a long-term vision to strengthen climate resilience against heatwaves, droughts, floods, storms, and sea-level rise that threaten communities, infrastructure, and ecosystems. Developed through a country-driven, inclusive process (2021–2025) with national institutions and eight municipalities, and supported by UNDP and the Green Climate Fund, the plan includes 66 priority measures across agriculture & forestry, energy, transport, urban development, and tourism, supported by cross-sector actions on governance, data, and finance. Key actions focus on climate-smart infrastructure, ecosystem restoration, urban greening, resilient energy and transport systems, and nature-based solutions, with a total investment of USD 9.8 billion to protect Albania’s people, economy, and natural environment for a sustainable, climate-ready future.
