Aging in Albania — Insights into Long-Term Care for Older Adults (2025)

This study provides an in-depth analysis of the long-term care (LTC) ecosystem for older adults in Albania, highlighting both demand and supply dynamics amid rapid population aging and evolving social structures. Conducted by UNDP Albania in collaboration with key national institutions, in the framework of the UN Joint Programme “Livelong Empowerment and Protection in Albania” (LEAP), it combines quantitative and qualitative research methods, including a nationally representative survey of 790 households (age 65+), focus group discussions, and direct interviews with stakeholders spanning the family, institutional, and NGO sectors.
The study argues for systemic reform to ensure Albania’s LTC system evolves into a sustainable, equitable, and comprehensive network meeting the diverse needs of its aging population. It emphasizes a paradigm shift from family reliance alone to a blend of strengthened formal, professional, and community-based services.
