Civil Protection Authorities Conduct Large-Scale Emergency Exercise Simulating Massive Wildfires in Southern Albania
The National Civil Protection Agency, with the support of the United Nations Development Programme (UNDP) through the RESEAL Project, conducted a large-scale functional exercise titled “Response to Massive Fires 2025”. The simulation took place across the Gjirokastër and Vlorë districts and represented the most complex and comprehensive emergency preparedness operation to date undertaken in the context of the RESEAL Project. This exercise marked the third in a series of four civil emergency simulations organized nationwide, following successful implementations in the Fier and Dibër-Kukës districts. Designed to mirror real-world disaster scenarios, the two-day operation tested institutional readiness, strengthened inter-agency coordination, and enhanced response effectiveness in the face of large-scale wildfires.

This exercise marked the third in a series of four civil emergency simulations organized nationwide, following successful implementations in the Fier and Dibër-Kukës districts.
The exercise simulated a fast-moving, large-scale wildfire sweeping through forests and pastures, placing critical infrastructure, protected areas, and nearby communities at serious risk. This realistic scenario was designed to mirror the kind of challenges faced during actual emergency situations, offering a unique opportunity to put response mechanisms to the test. Participants engaged in a range of critical operations, including coordinated fire suppression, the evacuation and sheltering of residents and livestock, search and rescue missions, and the provision of medical triage and on-site emergency care for simulated casualties. Every element was crafted to reflect the complexity and urgency of real disasters.
What made this exercise especially significant was the level of coordination it brought. Civil protection authorities from across southern Albania joined forces, including the Prefectures of Gjirokastër and Vlorë, ten municipalities, seven regional agencies, and eleven national institutions. This multi-layered collaboration was essential for building a truly resilient emergency response system. One of the most notable features of the exercise was the first-ever deployment of the Mobile Operational Center, a cutting-edge command unit recently provided by UNDP through the RESEAL Project. Fully equipped for real-time coordination, the Mobile Center serves as the nerve center for operations—enabling faster communication, decision-making, and resource deployment in the field.

Beyond testing field responses, the exercise served as a critical assessment of Albania’s broader emergency preparedness system. It examined how well current response plans functioned under pressure, how effectively institutions communicated and engaged with one another, and whether roles and responsibilities were clearly understood and implemented.
Importantly, the simulation also evaluated the operational coordination between municipal and prefectural authorities, including the use of the Incident Command System—a structured approach designed to ensure efficient management of emergency situations.
By integrating technical expertise, logistical realism, and institutional collaboration, this exercise represented a vital step forward in strengthening Albania’s disaster readiness and safeguarding its communities. The exercise unfolded in areas previously affected by wildfires, adding authenticity and relevance to the training.
