Call for Proposals for Civil Society Organizations Supporting Planning, Delivery, and Monitoring of Social Care Services, and Advocacy for Social Protection and Social Inclusion
April 2, 2026
CALL FOR PROPOSALS to Civil Society Organisations to influence national and local social care planning, delivery, and monitoring and support to develop and implement tailored advocacy actions
The purpose of this call for proposals is to strengthen the capacities of Civil Society Organizations (CSOs), including organizations representing vulnerable and marginalized groups, to effectively engage in advocacy, participatory decision-making, and policy monitoring processes related to social protection, social care, and social inclusion in Albania.
The call aims to support CSOs in empowering citizens as rights holders to better understand and claim their rights and entitlements, and to actively contribute to the planning, implementation, and monitoring of inclusive social services at local and national levels. Particular emphasis is placed on strengthening the ability of CSOs to represent the voices and priorities of the communities they serve and to facilitate their meaningful participation in public decision-making processes.
Through these actions, CSOs are expected to strengthen dialogue and cooperation between communities and public institutions, contribute to more transparent and accountable governance, and support evidence-based policy dialogue. In doing so, they will play an important role in identifying gaps in service provision, promoting inclusive and responsive services, and contributing to improved access to quality social services for vulnerable groups across Albania.
Within the framework of the UN Joint Programme “Leave No One Behind” (LNB3), UNDP invites national and local Civil Society Organisations to submit proposals using the attached template no later than 27 April 2026 at 12.00.
