UNDP and JICA Ogata Sadako Research Institute collaborate to host a policy dialogue, utilizing new research on preventing violent extremism (PVE) and gathering key policymakers and practitioners.

The growth of violent extremism (VE) presents a multifaceted challenge that looms over peace, security, and developmental gains across African societies. Despite substantial international efforts to combat its devastating impact, VE has not receded but instead expanded, turning Africa into a new epicenter of this threat. In 2021, Africa accounted for 48% of global terrorism deaths, and attacks have surged tenfold since 2007 in the Sahel. The 2023 Global Terrorism Index revealed that the Sahel surpassed South Asia and the Middle East and North Africa (MENA) combined in terrorism-related deaths in 2022.

This security crisis demands immediate attention, particularly in the Sahel region, and has been underscored by United Nations Secretary-General Antonio Guterres. He has urged coordinated international action to address security issues and structural contributors to extremism, emphasising balanced implementation of the Global Counter-Terrorism Strategy pillars. Without such collaboration, the impact of violent extremism could extend far beyond Africa.

Despite evidence favouring preventative approaches, Africa has seen the prevalence of securitised and reactive responses. While global funding for preventative development, peacebuilding, and preventing violent extremism (PVE) remains at a mere 2%, data suggests a 16:1 return on investments in peacebuilding. This translates to each dollar invested potentially reducing conflict costs by US$16 in the long run.

UNDP, as the United Nations' primary development entity, along with key partners, leads efforts to address underlying causes of violent extremism through complementary development and evidence-based approaches. To stay ahead, UNDP launched a PVE Reports Series, including the flagship report "Journey to Extremism in Africa" and a research study on the dynamics of extremism. These findings aim to inform policymaking and enhance evidence-driven work in conflict and extremism prevention.

Leveraging new research, UNDP collaborates with the JICA Ogata Sadako Research Institute to organise a focused policy dialogue. The objective is to facilitate discussions among Japanese policymakers, practitioners, and stakeholders, exploring strategic implications of the report's insights. Amidst human and economic tolls, this dialogue aims to shift international investments towards cost-effective, complementary measures, catalysing a shift from reactivity to sustainable peace dividends.

The event will also reflect on progress and reignite commitments to holistic solutions, fostering leadership among African youth and nurturing their potential for development. Spearheaded by UNDP and supported by partners, the dialogue will gather Japanese and regional stakeholders, exploring policy implications of the PVE report series. A session will also examine the continent's development landscape, focusing on youth talent investment and collaborative growth. Esteemed panelists will delve into prospects, gaps, and collaborative strategies for nurturing African youth and driving sustainable development.
