Developing and Implementing Yemen’s National Adaptation Plan
Project summary
Funded by the Green Climate Fund (GCF), the project supports Yemen in establishing and implementing its National Adaptation Plan (NAP). It focuses on strengthening institutional, policy, technical, and financial capacities in key sectors, using a conflict-sensitive and gender-inclusive approach.
The project aims to build technical capacity and enhance access to information on climate risks, vulnerabilities, and conflict dynamics by:
- Creating a NAP platform to share information and raise awareness.
- Establishing systems for effective monitoring and evaluation of adaptation.
- Developing a cross-sectoral climate finance strategy.
- Defining adaptation priorities and preparing concept notes to secure funding.
It also seeks to empower vulnerable communities, including women and young people, by:
- Encouraging their participation in decision-making and their access to information.
- Strengthening governance and institutional coordination for adaptation planning.
- Producing a central database to inform effective adaptation solutions.
The project focuses on four priority sectors—water, agriculture, health, and coastal zones—which have been identified as the most climate-vulnerable in Yemen.
The project started in April 2025 and will run until July 2029, with a total grant amount of USD 2.67 million.
The Ministry of Water and Environment (MoWE) and the Environmental Protection Authority (EPA) will coordinate with the National Climate Change Committee (NCCC), which was updated in 2023, to lead the implementation of the National Adaptation Plan (NAP).
The project will engage a diverse range of stakeholders, including national and sub-national government bodies, research institutions, and civil society organisations.
Without adaptation, Yemen faces the risk of over 121,000 climate-related deaths and a cumulative GDP loss of USD 93 billion by 2060. However, with resilience measures in place, the country could achieve cumulative economic gains of USD 360 billion.
Expected results
- Outcome 3.1: Stronger Governance and Institutional Cooperation
Development of national and sectoral adaptation plans, establishment of coordination mechanisms, and delivery of awareness campaigns. - Outcome 3.2: Evidence for Effective Solutions
Creation of monitoring and evaluation systems, climate risk and vulnerability assessments in priority sectors (water, agriculture, coastal zones, and health), and launch of the NAP Platform. - Outcome 3.4: Increased Adaptation Funding
Development of concept notes for key actions, feasibility studies, and systems to track adaptation finance.
