The Transformative Power of Care in an Ageing Society: Digitalisation of Care Systems and Services for Older Persons report examines the growing demand for care in the context of Türkiye’s rapidly ageing demographic structure. It analyses the current state of social care systems for older persons alongside national and international legal and policy frameworks. The report places a particular focus on the impacts of digitalisation in care services on accessibility, quality, and efficiency, and assesses innovative solutions—such as tele-care, e-health, artificial intelligence–supported applications, and smart home technologies—through comparative good practice examples. Adopting a human right–based and gender responsive approach, the report puts forward recommendations to support both formal and informal caregivers, promote the expansion of community-based integrated care models, and strengthen the national digital care infrastructure. By offering concrete roadmaps for policymakers, public institutions, local authorities, and relevant stakeholders, the study aims to contribute to the development of a sustainable and inclusive care system in Türkiye.

The report was prepared by the United Nations Development Programme (UNDP) within the UN joint Programme on Transformative Growth of the Care Economy in Türkiye, financed by the Joint Sustainable Development Goals Fund (Joint SDG Fund). The Joint Programme supports the growth and transformation of Türkiye’s care economy by promoting inclusive and high-quality care services, innovative digital tools, and sustainable financing models. Coordinated by the UN Resident Coordinator’s Office in Türkiye and implemented in cooperation with the Ministry of Family and Social Services, the programme is jointly

implemented by UNDP and the International Labour Organization (ILO), with the aim of strengthening the national policy framework to improve care support for children, women, older persons, and persons with disabilities.
