EU Partnership for Local Climate Action in Türkiye
What is the project about?
The project aims to support Türkiye’s efforts to combat climate change at the local level. By enhancing local implementation capacity, it contributes to a low-carbon, climate-resilient and sustainable development pathway.
What is the situation?
Türkiye is one of the countries vulnerable to the negative impacts of climate change. The limited technical, institutional and financial capacity of local authorities limits the possibilities for intervention in this area. Currently, only a small number of municipalities have local climate action plans, and there is a growing need to strengthen climate policies at the local level.
What is our mission?
To strengthen local authorities as active and strong actors in climate action, contributing to Türkiye’s sustainable development goals.
How are we doing this?
As part of the project, high-resolution climate projections are being produced across Türkiye, accompanied by sectoral vulnerability assessments and risk analyses that provide scientific and data-driven input to local planning processes. In pilot provinces, Local Climate Change Action Plans (LCCAPs) are being developed, while the technical and institutional capacities of local actors are being strengthened through training programmes, workshops, and guidance materials. At the same time, a range of communication and engagement activities are being carried out to raise awareness on climate change and enhance stakeholder participation. In addition to these efforts, the project provides technical assistance for the implementation of the EU–Türkiye Climate Change Grant Programme, aiming to promote the widespread adoption of local climate solutions.
How will Türkiye benefit?
The project supports Türkiye’s local authorities with scientific data, planning tools, and practical knowledge to enhance their ability to effectively address the impacts of climate change. Local authorities will be better equipped to assess risks, design impactful climate actions, and engage more meaningfully with their communities. In doing so, Türkiye will make tangible progress toward a low-carbon, climate-resilient future aligned with both EU climate goals and its national commitments.
