Tomica Paovic has been appointed as Deputy Resident Representative of the United Nations Development Programme (UNDP) in Türkiye in August 2026.

He brings more than 25 years of professional experience, including international leadership across diverse middle-income country contexts in Europe and Central Asia. His expertise spans strategic planning, governance reform—including the digital transformation of governance systems, environmental and climate policy, inclusive economic growth, and private sector engagement.

Prior to his appointment in Türkiye, Tomica served as UNDP Deputy Resident Representative in Turkmenistan and in Kyrgyzstan and he held various programme positions with UNDP Montenegro. He also brings substantial public sector experience, having held senior government positions, including serving as Advisor to the Deputy Prime Minister of Montenegro for economic and fiscal policy.

Earlier in his career, Tomica worked with USAID supported programs for private sector growth. His corporate private sector experience in T-Com includes strategic positioning, business development, and corporate planning.

Tomica holds a master’s degree in business economics and finance.
