This report narrates the challenges imposed on the implementation of the programme, opportunities that advanced the implementation and most importantly the results that the programme achieved across the six pillars within 2019 to 2020. The external challenges that complicated the implementation of the programme, notably were the COVID 19 Pandemic State of Emergency (SOE) and the devastating impacts of natural disasters.
