Youth Employement Brief: Analysis of Skills Matching with Private Sector Needs.

Rwanda has expanded education and skills development, but many young people remain underemployed or in low-productivity work due to a mismatch between skills supply and labour-market demand. Employers report gaps in practical, soft, and digital skills, while school-to-work transition systems and labour-market information remain weak. Limited employer engagement and unequal access to opportunities further constrain outcomes, especially for young women and rural youth. Addressing these challenges requires a demand-driven skills ecosystem that prioritizes employment outcomes. Strengthening work-based learning, integrating soft and digital skills, and improving labour-market coordination will be critical to enhancing youth employability, productivity, and inclusive economic growth.
