Policy Brief Assessment of Rwanda’s potential in AI and innovation

Rwanda is positioning itself as a leader in Artificial Intelligence through strong policies, digital infrastructure, and a growing innovation ecosystem. With initiatives like the National AI Policy (2023) and institutions such as C4IR Rwanda, the country is building a foundation for inclusive and responsible AI adoption. AI offers major opportunities across key sectors including health, agriculture, finance, governance, and climate resilience. 

However, challenges remain, such as limited advanced talent, high computing costs, fragmented data systems, and financing gaps. Addressing these through coordinated investments in skills, infrastructure, innovation, and inclusion will be critical for Rwanda to fully harness AI for sustainable and inclusive economic growth.
