Key Messages on the SDG Costing Study

Rwanda has fully integrated the Sustainable Development Goals (SDGs) into its national development framework, aligning them with Vision 2050, NST2, and sector strategies. The SDG costing study shows that achieving the SDGs will require annual investments ranging from FRW 2,205 billion to FRW 3,892 billion, depending on reform ambition, far exceeding current public spending levels.
While Rwanda has made strong progress in areas such as gender equality, energy access, water, and climate action, major financing gaps remain. The study highlights the need for increased domestic resource mobilization, strategic spending, private sector participation, and innovative financing to accelerate SDG achievement by 2034 or 2044.
