Analysis, Scenarios And Action Plans Subsidies With A Negative Impact On Rwanda’s Biodiversity

The Rwanda BIOFIN report analyzes three major government subsidies and proposes redesigns to better protect biodiversity while supporting development. It focuses on the Crop Intensification Programme, Clean Cooking Results-Based Financing, and tourism tax incentives. The study shows that current subsidies can unintentionally harm ecosystems through soil degradation, deforestation, and habitat loss.
It recommends shifting fertilizer support toward organic methods, scaling up clean cooking solutions to reduce wood fuel use, and introducing green technology standards in tourism investments. These reforms aim to balance environmental protection with economic growth, improve public health, create jobs, and strengthen climate resilience, helping Rwanda achieve sustainable development goals.
