Humanitarian Advisory Team

Project Summary
The Humanitarian Advisory Team (HAT) in Papua New Guinea is hosted by UNDP and facilitates coordination services to the entire humanitarian community. The HAT strengthens the country’s disaster preparedness and response coordination capacities by facilitating the humanitarian coordination and providing timely information on events with humanitarian implications. The HAT closely works with, directly support and advises the Government, the United Nations agencies, the Resident Coordinator in his Humanitarian Coordinator function, the Disaster Management Team, non-governmental organizations, faith-based organizations, and other partners in Papua New Guinea.

Project Objectives
The HAT is responsible for bringing together humanitarian entities to enable a coherent response to emergencies. It also ensures, following the IASC cluster & sector model, that there is a framework within which each entity can contribute to overall response efforts. It also supports, particularly through information management services, the mobilization and coordination of effective and principled humanitarian action, with attention to vulnerable and marginalized persons, in partnership with national and international entities to alleviate human suffering in disasters and emergencies. Finally, the HAT advocates for the rights of people in need, promotes preparedness and prevention, and facilitates sustainable solutions in liaison with all partners.

Project Outcomes
The HAT Project’s phase III will be achieved through the implementation of two key project components.

  • Output 1 – Improved national and provincial level humanitarian action and coordination
  • Output 2 – Enhanced information management for improved disaster prevention, planning and emergency response.
  • Output 3 – Institutional and technical support and capacity development of the National Disaster Centre and key Provincial Disaster Centers
  • Output 4 – National communication awareness raising campaign

Expected Results

  • Ensure that the national humanitarian coordination structure is efficient, responsive and capable of timely preparedness for and response to disasters.
  • Ensure the annual adoption, review, and evaluation of a terms of reference, including a member compact upholding the centrality of protection, addressing gender-based violence, accountability to affected people, and protection from sexual exploitation and abuse by aid workers.
  • Ensure regular monthly meetings of the Disaster Management Team and the Inter-Cluster Coordination Group.
  • Support semi-annual joint meetings of the DMT and National Disaster Committee.
  • Deliver regular monitoring, analysis and reporting of humanitarian concerns.
  • Enable the coordination of international humanitarian responses in country, including needs assessment and humanitarian financing.
  • Review and revise contingency plans and planning efforts.
  • Provide technical assistance to updating the National Disaster Management Act.
