Legal Environment Assessment Scan of HIV and Human Rights in Pakistan

A robust enabling legal environment is critical in ensuring that Pakistan develops an effective HIV response. Recognizing this, UNDP commissioned the Centre for Economic Research in Pakistan’s team (CERP) to conduct the 2025 Legal Environment Assessment Scan on HIV and Human Rights in Pakistan (LEA). The LEA, created by researchers at CERP and legal experts from Axis Law Chambers, builds on a previous assessment conducted in 2014 with the aim to provide an updated, evidence-based overview of Pakistan’s legal environment pertaining to HIV in 2025, recognizing the complexities and sensitivities involved, and to recommend ways to create a greater enabling environment in which all people, including those who are most vulnerable, can access HIV prevention, treatment, care and support.
