Blueprint for Digitalization of Pakistan’s Insurance Ecosystem

“Blueprint for Digitalization of Pakistan’s Insurance Ecosystem” is a joint initiative by the UNDP Insurance and Risk Finance Facility (IRFF) Pakistan and the Securities and Exchange Commission of Pakistan (SECP) that outlines a strategic roadmap to modernize the country’s insurance sector through digital platforms, integrated data systems, and inclusive policy reforms.
This report identifies major structural challenges to progress including fragmented systems, low digital adoption, and lack of centralized infrastructure, and proposes targeted digital solutions to improve efficiency, transparency, and customer focus across key insurance segments including motor, health, agriculture, microinsurance, and sovereign risk finance.
The report proposes the establishment of an Insurance Information Bureau (IIB) – a digital hub linking insurance platforms with payment systems and digital ‘Know Your Customer’ infrastructure to enhance regulatory compliance and operational ease. The blueprint integrates gender-responsive strategies, data protection, and financial inclusion for underserved and climate-vulnerable populations. These priorities support the broader goals of the ‘Digital Pakistan Vision’ to promote innovation, strengthen digital infrastructure, and increase inclusive access to digital services.
