Project Summary:

The Republic of Moldova's EU accession process and decentralization reform require stronger intermunicipal cooperation to improve the planning and delivery of essential public services that benefit all citizens, including vulnerable groups While Intermunicipal Development Associations (IDAs) hold significant potential for integrated territorial development, they face legal, institutional, and capacity constraints.

The project supports the Government of the Republic of Moldova, through the State Chancellery and partner local public authorities, to strengthen the intermunicipal cooperation framework by updating regulations, piloting an integrated strategic planning methodology, and deploying a digital coordination platform. Additionally, it facilitates peer exchanges with French local authorities to enhance territorial governance, public service delivery, and readiness for EU funding.

Objectives:

To strengthen the institutional and operational capacity of central and local public authorities to organize and deliver inclusive, gender-responsive essential public services through enhanced intermunicipal cooperation and structured experience sharing with French counterparts:

  • Institutional capacity: Enhance national and subnational capacities and policy frameworks for quality, resilient, and inclusive service delivery;
  • International partnership: Establish functional partnerships and exchange modalities between Moldovan local authorities/IDAs and French local government counterparts.
     

Expected results:

  • A comprehensive gender and human rights-sensitive review of the legal framework governing intermunicipal cooperation and draft regulatory amendment proposals;
  • Standardized Planning Methodology: Development, validation, and piloting of a strategic planning methodology in 2 IDAs (Cahul and Ungheni);
  • Development and operationalization of a digital platform supporting intermunicipal coordination, data sharing, and strategic planning;
  • Establishment of a formal cooperation roadmap with French partner institutions;
  • Adaptation of French practices regarding service delivery, public-private partnerships, and EU fund absorption.
