Advancing local governance reform in Kazakhstan

The project supports Kazakhstan's decentralization reform by strengthening local governance, fiscal decentralization, and citizen participation to promote inclusive, transparent, and accountable territorial development.

Overall Objective: Contribute to a more balanced, inclusive, and accountable territorial development in Kazakhstan through strengthened local self-governance, empowered institutions, and meaningful civic participation.

Main target groups: Executive Office of the President, Government Apparatus; Ministry of National Economy and relevant national ministries (Finance, Digital Development, Labour & Social Protection); Regional and district Akimats and Maslikhats in target territories; Civil-society organisations, Public Councils and small businesses; Training institutions and civil-service academies; Academic and research organisations supporting evidence-based policy development.

Project partners: Executive Office of the President; Government Apparatus; Ministry of National Economy; Ministry of Foreign Affairs; Regional and district Akimats and Maslikhats in target territories; Civil-society organisations, Public Councils.

Expected results

The programme is expected to contribute to a more balanced, inclusive, and accountable territorial development in Kazakhstan through three interrelated results:

1. National and local institutions implement more effective and inclusive local governance and fiscal decentralization reforms.

2. Local authorities have strengthened capacities to deliver participatory, transparent, and digitally enabled local governance.

3. Citizens actively participate in local decision-making through strengthened transparency, accountability, and civic engagement mechanisms
