Development Challenge

In Houaphanh province, Lao PDR, communities engage in low-value agriculture and, in some cases, illicit livelihoods such as opium cultivation. These communities face structural constraints, including limited access to value chains, weak market linkages, and insufficient infrastructure for processing and commercializing products.

While coffee production has been introduced as a sustainable alternative, farmers and cooperatives lack the facilities and systems required to move beyond primary production. Without access to processing, storage, and quality-control infrastructure, producers cannot capture higher value, remain dependent on intermediaries, and face the risk of reverting to illicit income sources.

In addition, gaps in technical capacity, quality standards, and business operations limit the sustainability of the cooperative model and its ability to compete in domestic and international markets.

Project Background

The project supports the construction of secondary coffee processing facilities for the Vanmai Coffee Cooperative, enabling a shift from subsistence production to value-added, market-oriented agriculture by establishing a warehouse and related infrastructure for storage, processing, and quality control of coffee products.
