Integrated Food System
Development Challenge
Food systems in Lao PDR remain fragmented and insufficiently resilient to climate change, particularly in northern provinces where communities face increasing climate-related shocks that affect agriculture, nutrition, and livelihoods. The current system lacks coherent coordination across sectors (agriculture, climate, nutrition) and suffers from limited integration between policies and local implementation. In addition, communities have low access to financial services, limited climate-smart practices, and weak capacity to adapt food systems to changing environmental conditions. These challenges are compounded by low awareness, behavioral barriers, and capacity constraints at local level, limiting the transition toward climate-resilient, nutrition-sensitive, and economically viable food systems.
Project Background
The programme supports Lao PDR to transform food systems through an integrated, multi-sectoral approach, linking climate resilience, nutrition, and sustainable agriculture under a joint UN framework. It focuses on strengthening policy and institutional integration through coordinated frameworks and provincial platforms; promoting behavioral change and community engagement to encourage climate-smart and nutrition-sensitive practices; and enhancing financial inclusion to improve access to finance and strengthen resilient livelihoods. Under Outcome 4, UNDP contributes to strengthening effective coordination by reinforcing institutional mechanisms and learning systems that connect climate and biodiversity action with food systems transformation at national and provincial levels, including through alignment with the NBSAP and GBF commitments. This includes operationalizing inter-institutional coordination platforms, strengthening information systems, and ensuring more effective alignment of resources and partnerships to support integrated policy development, learning, and financing for sustainable food systems.
Expected outcome (UNDP Outcome 4):
- Inter-institutional coordination platforms operational: National and provincial coordination mechanisms are established and functioning, supported by the Convergence Action Blueprint to align climate, biodiversity conservation, and food systems priorities.
- Multi-stakeholder coordination and co-creation mechanisms strengthened: Structured consultation, visioning, and co-creation processes are institutionalized to support integrated policy development and learning.
- Information and knowledge systems operational: Systems established to enable data sharing, monitoring, and cross-sectoral learning for integrated planning and implementation.
- Resources and partnerships effectively aligned: Financial and technical resources coordinated across sectors to support policy development, learning processes, and food systems transformation.
