Project Summary:

Persons with disabilities in Moldova continue to face significant barriers in accessing timely, high-quality rehabilitation services, medical interventions and assistive devices that are essential for independent living and socio-economic participation. While Moldova has strengthened its disability inclusion framework, institutional, technological and service delivery gaps continue to limit equitable access, increasing dependence on family support and unpaid care, particularly for women.

This project will contribute to strengthening national systems by combining system-wide analysis, institutional capacity building, technological modernization, innovation and targeted provision of assistive devices. Through support to key public institutions and partnerships with organizations of persons with disabilities, and academia, the project aims to foster more responsive, inclusive and sustainable rehabilitation and assistive technology services.
 

Objectives:

• National systems for rehabilitation services and assistive technologies are strengthened, enabling more responsive and needs-based service delivery; 
• Rehabilitation services are modernized through advanced technologies, digital solutions and strengthened institutional capacities;
• Access to high-quality assistive devices is improved, contributing to the independent living and socio-economic inclusion of persons with disabilities. 
   

Expected results:

• System-wide analysis of persons with disabilities' access to medical interventions, rehabilitation services and assistive devices conducted, and a roadmap for strengthening existing systems and frameworks developed;
• Scenarios for an independent oversight mechanism to strengthen integrity in the disability determination process developed; 
• Modern rehabilitation and medical equipment installed at CREPOR to enhance the quality of rehabilitation services; 
• Digital case management system for CREPOR beneficiaries developed and operationalized; 
• Innovation Lab established in partnership with academia to foster the development and prototyping of innovative assistive technologies; 
• Capacity-building and knowledge exchange activities delivered for rehabilitation professionals on modern rehabilitation technologies and gender-responsive service provision; 
• High-quality assistive devices procured and distributed to persons with disabilities with the most immediate needs.
