United Nations Development Programme (UNDP) in Montenegro has launched a new phase of cooperation with The Ministry of Ecology, Sustainable Development and Northern Region Development, aimed at strengthening capacities for EU Chapter 27 and improving environmental governance.

The cooperation focuses on what is needed next for Montenegro’s EU accession process, stronger institutional capacities, improved implementation of environmental policies and full alignment with international climate obligations.

In the coming period, the Ministry, with UNDP support, will enhance strategic planning and policy implementation, strengthen monitoring, reporting and verification systems in line with EU standards, and further introduce sustainable building management and low-emission mobility practices within public administration.

An important segment of this project is the assessment of the establishment of an Environmental and Climate Change Policy Centre. The planned assessment will define its feasibility and scope and, with the objective of creating a national platform to support policy development and potentially position Montenegro as a regional hub for environmental and climate expertise.

This new phase builds on measurable results from the previous period of cooperation. Through joint efforts, the Ministry strengthened operational capacities and introduced modern, sustainable management practices, setting higher standards for more efficient and environmentally responsible public administration. These efforts marked important progress and introduced solutions that set new standards for institutional sustainability in Montenegro.

The continued partnership demonstrates a shared commitment to building strong, forward-looking environmental leadership. Together, UNDP and the Ministry aim to support Montenegro’s transition towards a greener, climate-resilient future and strengthen the country’s readiness for EU accession and long-term sustainable development.
