Gender equality between women and men is a fundamental principle of human rights and a cornerstone of democratic values. In
order for this principle, as an integral part of the body of human rights, to be realized, it should not only be regulated but also effectively applied in all spheres of life (the political, social, economic, and cultural spheres), i.e., throughout the entire development.

This manual is intended for municipal councillors and aims to support the understanding of the material from Module 8: Gender Equality, which is available on the digital learning platform opstinski.mk. The content of the manual is adapted to the processes of policy and budget creation at the local level. 

This manual was prepared within the framework of the Swiss Agency for Development and Cooperation project “Strengthening Municipal Councils 2,” implemented by the United Nations Development Programme (UNDP) in cooperation with the Association of Financial Workers of Local Self-Governments and Public Enterprises (ZFR).
