Nationally Determined Contribution (NDC 3.0) Update Process

Seychelles is updating its Nationally Determined Contribution (NDC 3.0) through the Climate Promise Initiative, as part of its Paris Agreement commitments. This process reviews current climate goals and sets stronger targets for larger emission cuts, action across more sectors, and improved resilience. The update reflects the findings of the first Global Stocktake (GST), a global assessment of progress on climate action, which showed that the world is not on track to limit global warming to 1.5 °C.

In the new targets, Seychelles aims to, by 2035, cut greenhouse gas emissions by 23.1% - a reduction of about 204,000 tonnes of CO₂ equivalent translated into:

  • Energy sector: reduce emissions at 369 ktCO₂e
    (3.9%).
  • Refrigeration and air conditioning: reduce to 24
    ktCO₂e (41.1%).
  • Transport sector: reduce emissions at 272 ktCO₂e
    (a 30%).
  • Waste sector: reduce to 14 ktCO₂e (80%).

In line with international requirements for clarity, transparency, and understanding (ICTU), Seychelles is making its commitments clear, with details on how progress will be tracked, facilitated through the Seychelles NDC Transparency System, a digital platform centralizing climate-related data across sectors.

Implementation
This project is led by the Ministry of Agriculture, Climate Change and Environment in partnership with the UNDP Country Office, and developed through consultations with government bodies, civil society, the private sector, and local communities.

Partners

  • Ministry of Finance, National Planning and Trade
  • NDC Partnership
  • GIZ
  • Adelphi
  • IRENA

EXPECTED RESULTS

  • More ambitious NDCs aligned with the global 1.5 °C climate target.
  • A 23.1% reduction in greenhouse gas emissions by 2035 across energy, transport, waste, and refrigeration sectors.
  • A fully operational NDC Transparency System centralizing climate data and strengthening monitoring, reporting, and accountability.
  • Stronger adaptation measures and integration of climate action into national development plans, reducing vulnerability to climate impacts.
  • Inclusive climate initiatives involving women, youth, and marginalized communities.
