Cooling the Cities: Typologies and Strategies for Development
Cooling the Cities: Typologies and Strategies for Development
June 9, 2025
This report, developed by the UNDP Accelerator Labs Network, provides a comprehensive analysis of urban cooling solutions, drawing on a dataset of approximately 250 examples from cities around the world, particularly from the Global Majority. As global temperatures rise and urban populations grow, cities are becoming increasingly vulnerable to extreme heat, placing public health, infrastructure, and livelihoods at risk. The report emphasizes the urgent need for innovative, sustainable, and inclusive approaches to manage heat in urban environments, particularly in regions already facing socio-economic and climate-related stress. By examining passive and active cooling strategies, community-led initiatives, and the roles of various stakeholders—from local governments to civil society and private actors—the report highlights a wide spectrum of interventions that can be tailored to local climatic and cultural contexts. It also underscores the importance of combining traditional design knowledge with modern technology to enhance urban resilience while minimizing energy consumption and environmental impact.
Structured around practical insights and categorized solution types, the report seeks to inform policymakers, urban planners, and development practitioners. It aims to drive action by illustrating the effectiveness of context-specific cooling approaches and by showcasing how empowered communities, well-designed policies, and strategic investments can converge to create cooler, healthier, and more equitable cities.
