Leadership Training Modules:
Building Strategic Capacities for Digital Transformation in SIDS

The Digital Leadership Training Modules developed by the United Nations Development Programme (UNDP) are a key educational initiative designed to support Small Island Developing States (SIDS) on their path toward inclusive digital transformation. This introductory online course targets public officials and stakeholders within the digital ecosystem, aiming to strengthen institutional capacities to shape digital government approaches that are integrated, sustainable, and people-centered. The content is designed to guide participants through the core pillars of digitalization in island contexts, covering topics such as strengthening governance frameworks, expanding digital infrastructure, developing adaptive regulations, fostering economic innovation, and promoting equitable digital literacy.
The course offers a solid analytical foundation supported by up-to-date data on the state of digital evolution in SIDS and integrates representative case studies that illustrate local challenges and achievements in digitalization. It also provides access to key tools such as UNDP’s Digital Readiness Assessment and UNCDF’s Inclusive Digital Economy Scorecard, enabling governments to identify strategic gaps, prioritize actions, and drive evidence-based policy design. This process is further enriched by an extensive collection of supplementary resources provided by international organizations such as the World Bank, GSMA, ITU, and other technical partners.
In an environment particularly exposed to climate risks, structural economic challenges, and connectivity limitations, the course seeks to position digital transformation as a lever for resilience, economic development, and social justice. Through a flexible and self-paced methodology, the Digital Leadership Modules empower SIDS to strengthen their institutional adaptability, build shared digital visions, and lead their own digital development strategies with an integrated, inclusive, and sustained approach. This training contributes to building an informed public leadership that is committed to sustainable development and capable of addressing 21st-century challenges through the strategic use of technology.
