USPC and MOLEG unite to promote rule of law and advance public access to justice

UNDP Seoul Policy Centre (USPC) and the Ministry of Government Legislation of the Republic of Korea (MOLEG) signed a Statement of Intent on 7 May 2025, marking the beginning of a new partnership aimed at promoting good governance and strengthening the rule of law beyond Korea.  

MOLEG is the central administrative institution that oversees Korea’s legislative processes and legal frameworks. It has strived to promote the rule of law by enhancing the accessibility of statutes, notably through the development of the Korea Law Information Center, a digital statutory information platform. Such efforts have played an important role in enhancing public understanding of the law in Korea.

Over the last decade, MOLEG has assisted numerous countries such as Indonesia, Nepal, Myanmar, and Viet Nam through Official Development Assistance (ODA) projects to develop digital statutory information platforms tailored to their national contexts. These projects have successfully improved access to justice in each country, prompting USPC and MOLEG to collaborate further to amplify these efforts and impact. By leveraging MOLEG’s expertise and policy tools alongside USPC’s global reach, the partnership will help strengthen the rule of law and improve access to justice in partner countries.

The partnership will also involve the development of a new SDG Partnership programme to share MOLEG’s expertise in enhancing public right to information through its digital statutory information platform and legislative administration through knowledge transfer webinars and policy advisory services. This will support partner countries to design and adapt their own digital statutory information systems.

During the signing ceremony, Mr. Youngchan Choe, Director General of the Bureau of Planning and Coordination at MOLEG, stated, “We are pleased to lay the foundation for advancing the rule of law through collaboration with USPC  this year, particularly as we mark the 10th anniversary of MOLEG’s ODA initiatives.” He further emphasized MOLEG’s commitment to making laws accessible to all, beyond Korea.

Anne Juepner, Director of USPC, remarked, “This new partnership will be a crucial step towards ensuring a more inclusive rule of law system and greater access to justice around the globe, in line with the ‘Leaving No One Behind’ principle.”

The signing ceremony also served as an opportunity to reaffirm the mutual commitment that will guide future collaboration. The discussions concluded with next steps for the USPC-MOLEG partnership to facilitate knowledge exchange with partner countries and support future efforts.

SDG Partnerships provide a combination of support, including partnership development with Korean institutions, seed funding, technical assistance, and policy advisory services. It utilizes UNDP’s global network of country offices and the policy expertise and know-how of partner organizations.
