UNDP Representation in Argentina
Resident Representative of the United Nations Development Programme (UNDP) in Argentina
Claudio Tomasi is the Resident Representative of the United Nations Development Programme (UNDP) in Argentina, a position he assumed in April 2021.
Previously, he served as Resident Representative in Turkey (2016-2021). He was also Deputy Resident Representative at UNDP in Cuba (2012-2016), Nicaragua (2008-12) and Domincan Republic (2003-2007). With UNDP, he also worked in Panama as Assistant Resident Representative (2002).
Before joining UNDP, he worked for the European Union and for the United Nations Volunteers (UNV) in India, where he started his career in international organizations. During his trajectory of more than 20 years in the human sustainable development field, he has cooperated with a wide range of international, national and local actor across three continents.
Claudio Tomasi, an Italian national, is a sociologist. He holds a Master’s degree in Development Studies from SOAS (School of Oriental and African Studies), University of London (UK), and graduated in Sociology and Social Planning from the University of Trento (Italy).
Mr. Tomasi is married to Alicia and is the father of two children; Fabrizio y Maia.
Deputy Resident Representative of the United Nations Development Programme (UNDP) in Argentina
With more than twenty years of experience at UNDP, Carlos Arboleda has worked in Colombia, Brazil and Panama Country Offices, as well as the organization’s headquarters in New York.
He has worked on Estrategic Management and Change Management, internal consulting and operations management, including support to management practices in other UN entities.
Over the last 15 years, he served as an internal management consultant in more than 20 UN offices in different countries, working on business model reengineering, results-based management support, operations design and implementation, as well as strategic realignments.
A Colombian national, Carlos holds a degree in Industrial Engineering with a specialization in Organizational Information Technologies from the National University of Colombia, and a Master’s degree in Strategic Management and Innovation Management from the Instituto Universitario de Posgrado.
Programme Coordinator for UNDP Argentina
The UNDP Programme Coordination Office in Argentina is responsible for implementing, together with a highly qualified professional team, UNDP’s comprehensive work in supporting Argentina in the implementation of the 2030 Agenda. It ensures the management and integration of the various programmatic areas, including democratic governance, inclusive development, gender, environment, and sustainable development.
Since 2016, María Eugenia has served as Coordinator for Environment and Sustainable Development at UNDP Argentina. Previously, she was Sustainability Coordinator at ITBA’s Graduate School, Executive Director of FARN, and Director of Research and Training at FARN. She has worked as a consultant for the IDB and the World Bank, and as an advisor to both the public and private sectors on environment and sustainable development issues.
She is a lawyer, Professor of Environmental Law at the Faculty of Law, University of Buenos Aires (UBA), holds a Master’s degree in Environmental Law from Pace University School of Law, and is a Specialist in Natural Resources at UBA.
Operations Manager
The Operations Management of the United Nations Development Programme (UNDP) in Argentina is responsible for managing all administrative and support processes to ensure the successful implementation of the cooperation program and the efficient functioning of the office. Its tasks include strategic financial and human resources management, procurement and logistical services, information and communications technologies (ICT), among others.
With over 28 years of experience at UNDP, María Rosa Moreno has worked in the country office in Cuba and has provided support to the offices in Panama, the Liaison Office in Brussels, and Argentina. She has held positions such as Finance Associate, Programme Officer in Disaster Risk Management, and Strategic Planning, Monitoring, and Evaluation Officer, playing key roles in quality control and process improvement. A Cuban national, María Rosa holds a degree in Economics from the University of Havana and a Master of Arts in Economics from Carleton University, Canada.
