The essential consideration in the recruitment and selection of the United Nations Development Programme staff members is “the necessity to guarantee the highest standards of efficiency, competence and integrity”, as established by Article 101, Paragraph 3 of the Charter of the United Nations and The United Nations Staff Regulations and Rules.
Recruitment and selection of UNDP staff members is determined by the following five principles:
1. Competence: the selection will follow a fair and visible competitive process for all vacancies.
2. Objectivity: the selection will be carried out with professional rigor and candidates will be measured according to explicitly formulated criteria, skills and corporate priorities.
3. Transparency: Criteria for selection, employment and all phases of the hiring process will be, as long as it remains possible, transparent for all staff and candidates.
4. Diversity: The UNDP is committed with diversity in the work force. Women, people with disabilities, ethnic and religious minorities, people living with HIV, refugees and other non-citizens with legal authorization to work are encouraged to apply for jobs at UNDP.
5. Responsibility: Those in charge of the hiring process are responsible both for their job offers and the way they’ve carried out the process.
Types of opportunites
The UNDP hires personnel through international and local processes and utilizes several types of contracts according to a series of criteria, like laws and the duration of the services. The standard types of contracts are:
• Fixed-Term Appointment (FTA) – national and international;
• Temporary Appointment (TA) – national and international;
• Service Personnel Agreement – national and international.
Fixed-Term Appointment (FTA). Applies to officials hired according to Staff Regulations. The salary for national personnel is based on the best prevailing local conditions. The salary for international personnel is based on best civil service of reference.
Temporary Appointment (TA). Applies for staff members under the Temporary Appointment Guidelines. The maximum duration of the contract is 364 days. The national personnel’s salary is based on the best prevailing local conditions. International staff’s salary is based on the best civil service of reference.
National Personnel Service Agreement (NPSA): It is a type of contract established by the UNDP with the aim of hiring service personnel to work for a limited period. The duration of an NPSA contract ranges from 1 day to 6 months (short-term) or 6 months to a year (regular contract). Both types of contracts have the possibility to be carried out in the office or from home.
International Personnel Service Agreement (IPSA). It is a type of contract established by the UNDP with the aim of hiring physical service personnel for a limited time. An IPSA holder is normally a person hired to carry out specialized functions within a country that is not his place of origin or permanent residence. An IPSA contract can be emitted 12 months at a time and can be renewed for up to 4 years without exceeding the maximum duration of the project. The maximum period of use for an IPSA is normally the duration of a project and/or their foreseen financing period.
