The Regional Stabilization Facility (RSF) was launched in 2019 to support the operationalization of the Regional Strategy for Stabilization, Recovery and Resilience of Boko Haram- Affected Areas in the Lake Chad Basin Region (RS SRR). This strategy was developed by the Lake Chad Basin Commission (LCBC) with support from the African Union and the United Nations Development Programme (UNDP). The RSF implements interventions in Cameroon, Chad, Niger and Nigeria through dedicated Country Windows, while also promoting regional coherence and cross-border collaboration via a separate Regional Window.

This UNDP knowledge product seeks to document and reflect on the CSC-CSG experience in the Nigeria Window, capturing lessons learned and insights to inform future stabilization programming across the Lake Chad Basin and beyond. This study draws primarily on the minutes of CSC and CSG meetings held between 2019 and 2023, as well as field visits to RSF locations – notably Banki, Ngala, Buni Yadi, Damboa, and Gwoza. It is further informed by interviews and focus group discussions with CSC and CSG members, including representatives of women’s subcommittees. These exchanges were conducted in Hausa and Kanuri, with interpretation provided by UNDP staff.
