Launch of refurbished Central Planning and Training Unit (CPTU) Facility at Police Staff College, Jos

The Nigeria Police Force (NPF) and the Police Reform and Transformation Office (PORTO) hosted the launch of the refurbished Central Planning and Training Unit (CPTU) in Jos, Plateau State on 24 May 2023. This initiative was executed under the Supporting Police Reform Processes in Nigeria (SPRPiN) project, implemented by the United Nations Development Programme (UNDP) and the Global Security Sector Reform Foundation (GS-Foundation) in collaboration with PORTO, CLEEN Foundation, the Nigeria Police Force (NPF), and the Office of the Chief of Staff to the President. 

 

This renovation is part of many other initiatives supporting reforms of the NPF of which the Department of Training and Development (DTD) has been a beneficiary. Th initiative ensures that the Nigeria Police Force receives cutting edge training, which is essential to promoting enhanced skills, professionalism, greater accountability, and a safer Nigeria. 

 

To determine the state of facilities, a comprehensive needs assessment was conducted at all training colleges and schools in collaboration with UNDP and PORTO. Findings suggested the need for an upgrade of CPTU facilities, which is essential to improving policing in Nigeria. Donations by the Supporting Police Reform Processes in Nigeria (SPRPiN) project began in October 2022, while refurbishment of the facility started in April 2023. In addition to the renovation efforts, the SPRPiN project donated equipment and furniture valued at $120,000 to the Central Planning and Training Unit (CPTU).

The Deputy Inspector General of Police, Hafiz Inuwa, psc, mni, representing the Inspector General of Police, stated that “refurbishing and equipping the Central Planning and Training Unit (CPTU) of the Department in the Nigeria Police Force in Jos with modern training equipment is envisioned to go a long way in building the capacities of police trainers who will be responsible for developing curriculum, syllabus, and train-the-trainer programmes in the Force. We immensely thank and appreciate the partners for their cordial, bilateral partnership with the Federal Government of Nigeria and the Nigeria Police Force for renovating all these structures, procuring office furniture, and equipment.”

 

During the launch of the renovated training facilities, Mr. Mohammed Yahya, Resident Representative of the United Nations Development Programme, remarked, “One of the areas I have always emphasised is the importance of training, but training people in an environment that is conducive. A functional police force is a prerequisite for a peaceful country and a developed Nigeria”.

 

The refurbishment of training facilities at the Police Staff College in Jos is key to the Police Reform Initiative. Mr. Tunji Lardner, CEO of PORTO and SSAP, Research and Strategy to the President, noted “that this initiative was central to the overarching design of the reform initiative”. 

 

The Supporting Police Reform Processes in Nigeria project is implemented by the United Nations Development Programme (UNDP) and the Global Security Sector Reform Foundation (GS-F) in collaboration with the Office of the Chief of Staff to the President, the Police Reform and Transformation Office (PORTO), and the Nigeria Police Force (NPF). The project contributes to implementing the Nigerian Government’s police reform initiative presented in the President’s “A New Vision for Policing in Nigeria: Framework for the Presidential Police Reform Roadmap”.
