Commissioning of the 152 Mass Housing Units in Jibia - Katsina

Katsina, Nigeria, 10 June 2026 | The Government of Katsina State, in collaboration with the United Nations Development Programme (UNDP), will commission a suite of integrated investments that advance prevention, climate security, and livelihood recovery in the Northwest.

The commissioned interventions include the construction of 152 housing units for internally displaced persons, the establishment of a Climate Peace Hub, the rehabilitation of a cattle market to support local economic revitalization and cross-border trade, and the deployment of a solar mini-grid energy system to expand access to reliable and clean energy. The initiatives form part of a broader effort to support safe return, restore livelihoods, strengthen social cohesion, and create pathways for long-term peace and development across Katsina State.

The commissioning ceremony brought together government officials, development partners, traditional and community leaders, civil society organizations, youth and women groups, private sector stakeholders, and members of the media to celebrate a shared vision of a smarter, more resilient, and prosperous Katsina State.

Speaking at the event, His Excellency, Governor Dikko Umar Radda, of Katsina State underscored the importance of integrated investments in addressing the root causes of vulnerability and insecurity across the state:

“Katsina State stands ready to deepen that partnership. We will continue to work hand in hand with UNDP, GIZ, the Norwegian Government, and every partner committed to human dignity, to address the underlying drivers of insecurity in the North-West, to expand livelihoods, to build climate resilience, to empower our women and youth, and to bring lasting peace and prosperity to our region. We share your values. We share your vision. And together, we will deliver results that endure long after this ceremony has ended.”

The interventions are being delivered through UNDP's integrated development approach, which recognizes the interconnected nature of peace, climate resilience, energy access, livelihoods, governance, and social cohesion. By linking investments across sectors, the approach seeks to generate sustainable and long-term development outcomes for communities.

H.E. Annett Günther German Ambassador while speaking at the commissioning commended the Katsina State Government for its leadership and commitment to advancing resilience and durable solutions in Katsina. H.E the Ambassador further congratulated the Governor and the people of Katsina on the successful implementation of the interventions and for their partnership.

The Mass Housing Project, implemented under the Prevention Facility Project, provides durable housing solutions for vulnerable and conflict-affected families, contributing to social stability, community recovery, and improved living conditions. By providing safe and dignified housing, the initiative supports broader efforts to restore livelihoods and strengthen resilience among affected populations.

Speaking during the Commissioning, the UNDP Nigeria Resident Representative Ms. Elsie G. Attafuah stated that:

“The investments we are commissioning today are designed to support that resilience.The 152 housing units provide more than shelter. They provide dignity, stability and a place that families can once again call home. The rehabilitated cattle market and veterinary clinic help restore livelihoods and support local economic activity. The Climate Peace Hub creates a space where communities can strengthen resilience, manage climate-related challenges and build peaceful solutions together. The solar mini-grid brings reliable energy that can support businesses, create opportunities and improve everyday life. Taken together, these investments represent a simple but powerful idea: lasting stability is built when people have homes, livelihoods, opportunities and hope for the future.”

The Climate Peace Hub, implemented under the Climate Security Initiative, will serve as a strategic platform for climate-security coordination, early warning, conflict prevention, and community engagement. The Hub reflects the ISSP approach by bringing together data, innovation, institutions, and communities to support evidence-based decision-making and proactive responses to emerging risks.

In addition, the Hub will provide opportunities for women and youth to acquire green skills in renewable energy and climate-smart solutions, helping prepare a new generation of entrepreneurs and skilled workers for emerging opportunities in the green economy. In collaboration with the Katsina State Government, this initiatives are supported by the Government of Germany and the Government of Norway, whose partnership with UNDP continues to advance climate security, resilience-building, and sustainable development efforts across Northwest Nigeria.

The Mini Grid Energy Project under the GEF funding  will expand access to reliable and clean energy in underserved communities. The project will power homes, schools, health facilities, and businesses, creating new economic opportunities while supporting climate-resilient development and improved service delivery.

Representing the Rural Electrification Managing Director Dr. Abba Aliyu, Dr. Bala Tyoden highlighted the importance of expanding access to reliable energy across Katsina State. Dr. Tyoden stated that, “Through this partnership, the Africa Minigrid Program is demonstrating how clean, reliable energy can improve livelihoods, support local businesses and enhance the quality of life for communities across the state.”

The commissioning and launch ceremony will brought together government officials, development partners, traditional and community leaders, civil society organizations, youth and women groups, private sector stakeholders, and members of the media to celebrate a shared vision of a smarter, more resilient, and prosperous Katsina State.
